I find it concerning that we’re automatically blaming everything on Russia and China with the bare minimum evidence. It greatly reduces scrutiny since it’s assumed we can’t do anything about it. It’s very possible that domestic actors are simply using Russian proxies to mask their activities to avoid being caught. Of course, I’m not saying it’s not the Russians, just that more investigation is necessary and we shouldn’t jump to the obvious conclusions.

There hasn't been a lot of buzz about it locally for now.

There was a similar programme(cyber.mil.pl) with a very similar budget started during the tenure of the previous government, but considering the recent political upheaval and subsequent corruption investigations supported by evidence in the form of hours of recordings gathered in secret by a now crown witness, that money might have went nowhere.

Time will tell really, as Polish counterintelligence suffered a major blow back in the mid 00s orchestrated by a politician who vehemently opposes accusations of having ties with Russia, but truth be told "the lady doth protest too much, methinks".
