IMO it's because there's both benefit and waste/corruption in these kinds of social benefit structures. some people choose to only see one or the other:

QoS is a control set and changed in the code launching a process, and can only be altered by the user if the app exposes a control, a feature which remains exceptionally uncommon. Neither is there any easy way for a user to know the QoS of any given process unless the app reveals that.

Or, both are deterrents but one or both can be weaker than the other depending on the perceived risk by the person committing the crime. Having multiple deterrents should be a greater deterrent as a whole across the average of potential criminals.
