It's a joke that the media has continued to dig and dig on as a serious consideration.
Google X's Chief of Moonshots (effectively the CEO), Astro Teller, alludes to the space elevator being a fun joke in his SXSW 2013 speech [1], including confirmation of it never being taken seriously by the team.

He's not presuming the PIN is ON the card, but that the transaction was the point of compromise (i.e. you punching in your PIN and the software running a verification of if that PIN is correct).
For perspective - let's make them pay it all back, retroactively, from the year 2000 as the article suggest. Now we will have (roughly due to compounding) tackled 0.0058% of the current US deficit leaving us with $17,133,947,996,837 or 99.994%.

I'm not convinced focusing on these tiny (relatively) loopholes on the "world's richest", should be the focus of trying to fix the problem.

From real world experience - the argument is just semantics, whether it's a forced tip-out or a voluntary tip-out, in practice, the result is usually the same with cash tips.

Extremely interested in this idea - I've gotten to the point of pricing out FedEx-Kinko's to cut the bindings off ($1/ book actually) and then scanning them dual-sided into Evernote with searchable text (if you're a Pro member it scans inside PDFs).
Still can get past the cognitive dissonance of letting my bookshelf go.

If you think the only city that is difficult to hail a cab in is SF, you are sadly mistaken. I can personally say Austin, Atlanta, Baton Rouge, New Orleans, Athens, etc. desperately need a better way to hail a cab.

In my 5 days at SXSWi - I heard at least 50 Early Stage startups pitch, met their people, heard their stories. It was a GREAT year for large and small companies alike. Stop being so dramatic.
I was in the room for Thiel's talk - I found that there were certainly some generalities that were construed rather irresponsibly; however, his most powerful statement throughout the talk was (Zuckerberg) "I don't know what I could do with the money. I'd just start another social networking site. I kind of like the one I already have."
The raw conviction he has to his cause gives me chills. I'm not convinced he wouldn't do the same if the offer was 1.5B, 2B, etc.
I think Thiel put it well when he stated "the best entrepreneurs, like Zuckerberg, have a definitive view about the future and plan for it". It doesn't have as much to do with luck as it does focus, conviction, and ultimately the drive to change the world for the better.
I also don't think that the Founder's Fund philosophy had as much to do with his decision to back Zuckerberg as he takes credit for. If you're looking in the face of the next Franklin or Jobs - the decision becomes apparent that you (in Thiel's own words) "just don't fuck it up".

I test backups for F500 companies on a daily basis (IT Risk Consulting) - this would be missing the point really, the business process around this problem is really moving towards live mirrored replication. This allows much faster recall time, and also mitigates many risks with the conventional 'snapshot' method through either tapes, cloud, etc.
I read this morning in Nate Silver's new book (recommended by Fred Wilson and published September 2012) "The Signal and the Noise" that the average time a stock was held was 6 years a few decades ago, recently the average is closer to 6 months.
I'm in IT Audit for a Big 4 doing SOX 404 testing daily, it might as well be pizza slices, the current regulations completely miss the point that bog down productivity much more than pizza slices do!

This is precisely the spirit of the project from my interpretation. Increase the data set that is available for trend analysis, and therefore increase the quality and precision of the predictive analytics available.
