Greencards have a MRZ just like passports though.

Green cards are effectively entry-only passports (from the perspective of the US). You can enter the country by land with just the GC with no passport. Additionally, if you arrive by air and you have global entry they don't look at your passport at all, just the GC.

Why would anyone review a design/ architecture after it's already been built?

Many reasons. They might not have known it was being built, or they might disapprove of how it's turned out compared to initial presentation, or there might have been a shift in priority making the current project not a good fit.

Which companies that already rent out H100s would risk the ire of nvidia providing them less capacity next time?

I think the intended lifespan specification is quite real in that they advertise success as A, B, and C when they initially asked for funding.

It looks really really bad for NASA when it's a mission failure in terms of what its was funded for, the politicians start talking about budget cuts.

In my mind, there is where inflation really comes from. For every wage paid that wasn't useful, the resulting product becomes more expensive / less profitable. If we were able to optimize out all the waste we'd probably have deflation while computers and business processes keep getting more efficient
