I don't have nothing to support this thesis. I just shared my pure observation, after living there for a while, I notice it was a way more dynamic compared to the other 'cold' Chinese cities.

Is true, but Shenzhen is culturally very different from Beijing and so is Shanghai.
Shenzhen is a new city and tech stuff are there because of the influence of Guangzhou as production hub and HK as facilitator for access to the west.
Beijing is more, let me say it, artistic. Is much more vibrant, culturally, than any other city in China. This kind of mix that you can find in New Work, Berlin or London also it brings innovation. So I don't think is meant to make the government "happy". Many Chinese tech company started in Beijing form many reasons: education, capital access, culture and so on. To give you an example: Mobike was founder by an ex journalist
I agree with the first part a bit less with the last. Blockchain and crypto are huge in HK and Singapore also after the ban in China. Many Chinese startup are moving in HK and Singapore and that make these cities the main hub in Asia.
Many in Asia are cast aside or left behind
I don't see so many people left behind in Asia because of the progress, indeed in my opinion is the opposite. Even the elderly people are willing to embrace change and use smartphones for their daily life, something that is not so true in Europe. In China you may find street food stand owned by older women in their 60/70 using everyday smart payment systems. Something that in Europe would never happen.

In fact, only a few information are required. Your job title aka position (make sense in case is a manager reporting an illegal activity other than a cleaner which might have really small amount of information) the entity involved and if you work in that entity or you just had some sort of relationship.
After all it make sense to have a big set of data to investigate in. If not would be complicated for anyone to understand what's going on. You're still reporting it at the anti corruption authority, so even if you give them more details you should be confident that they'll treat it carefully.
All the personal data (such as name, last name and so on) are optional. And, if you choose to not share your personal data, the form will be considered only if you complied with a level of detail that's enough to do an eventual investigation (if not, since they can't reach you out to ask you or details, would be useless to say "on December 2014 I saw a guy giving 10 euro to another one in the aisle of the department X in the state company Y. But was too dark and I can't tell who they are").
