What kind of features would this hypothetical product need from your community to be useful? To have a small paid tier such as a small fee per map/month/year?

You could easily install a $10 door alarm that chimes when it is opened. They can be ordered online or picked up at stores like Radio Shack, etc.
Wow, I never thought about it like that, becoming public infrastructure. If that were to happen, what would keep the Department of Transportation in each state from adopting beacons and installing them on mile-markers, etc?
I really like the idea of a beacon, but I wonder how far out that beacon could be picked up by a user driving down the highway towards it?
Or maybe relating to my last comment above, use a 3G/4G device to broadcast information to a "City API" that a app on the user's phone can utilize for notifications, etc?
That is a great idea, but by crowdsourcing I assume you mean the end-users reporting the accident, the work zone, etc. correct?
I love that idea and it is a old/tested one, but from a safety perspective do we want people touching their phones while driving to report the location? If they wait till they reach their destination to report, the accident may be cleaned up or the exact location data of the work zone may become inaccurate. Also, who would be in charge of removing that data, checking if an accident is gone, etc?
Just some random questions I am throwing out there. I was going more for a very cheap 3G/4G-enabled device to broadcast live to a "City API". Thoughts?

I use it for my online presence to essentially talk about the same thing that you are. It is very simple to use and made for a great, clean reading experience. I am just using the default theme provided because I like the simplicity and elegance of it. Feel free to browse to my website to get a feel for it.
P.S. It requires a dedicated capable of running node.js apps, I recommend Digital Ocean for this. You can get just what you need to start at $5 a month.

In my experience, I would highly recommend Digital Ocean. Their experience is boiled down to what matters to dev's: simplicity and speed in setup. You can get started with a Droplet (what they call a dedicated virtual) for as low as 5$ a month for 512mb ram.

Hey guys, I want to keep this thread going. This concept jump-started my noggin and wanted to gen-up a quick concept. The mockup has not been made responsive yet as I do not have the resources where I am currently.
This sounds like an amazing idea to me as well. I have half a mind to make this. Maybe a simple version at first with HN type style then progress to talent matching and more. Thoughts?
The nice thing about having someone unqiue to each area is they should "theoretically" be an expert in that area. Most of the time that really isnt the case and I suggest you search for some that is disciplined for the most part in all.
I would wholey reccommend skipping the Photoshop stage. Find someone who can design/mockup wholey with html and css. This will reduce overhead of having multiple people while speeding up your pipeline.

I would reccommend looking at www.codeacademy.com and getting a good introductory grip on js (javascript). A lot may disagree, but learning Objective-C can be a long process compared and there are more and more frameworks out there to develop mobile apps with native-like performance with web languages (html5/css3/js).
Check out the AppGyver Supersonic framework, they have a awesome platform called Steroids that allows you to do cross-platform apps with the same codebase.

Since you are familiar with web languages already, you should go check out impactjs. Very cool little javascript game engine with a lot of flexibility. Has been used for small and big projects, one person even recently produced an infinite-sandbox mmo with it! Unfortunately, it does cost $99.
I think that you could scale this idea better. Setup a Google Docs workflow, start with defing your abstract and key features and continue from there.
They key is to differentiate, how will you become different and provide more value, than say a service like Mint?
Do you have any other team members or are you flying solo?
