While I, too, found that part intriguing, the article mentions that the guy has been working as a prison guard since being rejected. Could be that he just wanted to make money by being a police officer and that department missed out on a great hire. Not to mention the fact that the nature of the work can definitely change as long as they're promoting from within.
Also, rather important note, if you are using (or see another library using) python-oauth2, note that that is _not_ providing OAuth 2.0 draft support.

This thing has been around for ages (hence the Flash). NNDB is kind of a weird thing, though, being created by the Soylent Communications people. I wonder how many people are charged with keeping it updated and whether some wiki features are in the works.

These answers are all pretty long. The answer is yes, definitely, without a doubt. Practical means "for use in practice" and PHP powers a lot of your daily web applications, especially the simpler ones. Judging from your question text, at your skill level, PHP is sufficient if not ideal for development, deployment, and performance.
MySQL is also fast and easy.

I was hoping for something more concrete. For instance, consider that terrible programmers stay in the job market for a long time, so you may encounter them more often. Also, if you're not doing your own recruitment, non-technical, keyword-seeking recruiters can be a hindrance to finding good people.
