On average, I would say a senior would get between 3k and 4k euros in RO, at a regular company. It depends a lot on city too. In bucharest salaries should be higher.

You don't, it's one of the issues I have, trying really hard to scope the project. I basically try to replicate the features the likes of Greenhouse are selling, obviously on a simpler scale.
Ideally I would prefer to sustain myself from one of these projects. There are a lot of projects that are successful. Sure they aren't making a fortune, but they enough money to support their maintainers.
As a software engineer, you don't have many options other than building yet another tech shovel for your fellow engineers.
I would want to build something that actually benefits non technical users. Not sure if it makes sense what I'm trying to say.

I'm thinking about starting an OSS project as an alternative to Greenhouse and the likes (applicant tracking software) in written in PHP, as that's my main language at work.
However, I'm a bit relunctant seeing the hate the language gets even though I would use a modern framework like Symfony or API-Platform.
NuScale is planning to install a few of them in Europe too. According to local news, the first EURO one will be installed in Romania.
I think having some insulation is better than having none. But yeah, if you want to do it properly, it would cost a lot more.
As for heating your neighbours, a lot of cities have city heating and is paid depending on how many people live in the apartment, so you don't care that much about it. Of course, some folks have gas boilers in their apartment (like me) but it won't make sense financially to insulate the inner walls.
I think it's the same for new buildings here too, if not worse. A lot of regulations aren't actually respected and because a lot of builders left for WE, there's a huge problem with finding skilled workers.
Europe is a big continent, even EU is so diverse.
A lot of people in Eastern Europe live in apartments and houses that can be insulated extremely cheap. There are even EU or government programs that make it affordable.
Until Apple decides to lower their prices for the Air M2, I'll wait with my upgrade from M1. I own an Air M1 with 8GB and I was thinking to buy the newer version until I saw the pricing.
Heck, the difference between the M1 with 16GB RAM and 512 GB storage and a M1 14" MPB with the same amount of RAM and storage is around 60 euros (from a local reseller). I haven't bought the MBP PRO because I find it too heavy for my personal usage (I also have a company MBP 16" Intel that will be replaced next month with an M1 Max version).
I'm currently working with Phabricator too, but in our case it was chosen a long time ago, before other platforms were popular
Phabricator is no longer maintained, from what I remember and is used most of the time with svn. I 'm curious why they opted for it in the first place, instead of a more modern platform.
Have you considered moving them on a managed version of WP(something like wordpress.com)? That would be the easiest option for me.
I guess older people do that in farmers market or when trying to sell used stuff - some real estate can be negociated too, but usually the seller mentions it in the ad. Other than that, it's kinda weird to negociate stuff in stores or for services, at least for me, a 30yo male.
