The California problems really are: 1. Volume - too many people doing time for non-violent crimes 2. Healthcare costs for prisoners and employees (also seems like a root cause of every major problem in the US) 3. General inefficiency / Unions etc.
Honestly I think the rational approach for the US would be to forget every single issue and focus entirely the healthcare costs. Nuke the problem with either complete government control of the prices in the system or liberalizing supply side thru abolishing of licensing requirements / AMA / FDA / CLIA / etc.

There's not a whole lot of data suggesting an exodus from SF.
There's increasing amounts of VC funding in Asia so SFBA is not as dominant as it used to be 20 years ago but SF is still by far the center of the universe as far as starting a startup goes, and there's no major trends that would suggest a decline in absolute terms.
How do you know that? Are you a person at FAA responsible for these decisions and protocols?
Because Oakland is sketchy (way more so than gentrified parts of SF) - people want to live in SF, that's what the blog post alludes to also. Some parts look post-apocalyptic with dozens of tents in a single encampment. I bet you if city manages to clean up the homeless and finish the bike line across the Bay Bridge there will be an explosion of startups because it's a perfect place to be in otherwise.
