This echoes my experience in Africa too. Ironically, governments in the so-called "unfree" countries don't have nearly as much control or access to personal data as the "free" modern western ruling classes would have you believe.
It's pretty easy to game the system and evade surveillance altogether, especially considering that most people are in on it :)
Personally I use AWS Workspaces for this, especially if your site's DNS is hosted on Route53. Everything is taken care of automatically. It's been a breeze so far.
If you're in Europe, just get one of those pre-paid free SIM cards (you don't even have to top up nor activate the card using KYC). You simply have to text a number they give you and you will get an active phone no for 14 days.
I've used this countless times to activate google products and other such privacy invading services.
I run a serverless stack on AWS and my only cost is a minimal RDS instance that runs me about $15/month.
I'm genuinely curious as to where this reputation for expensive hosting comes from.
