This is just plain wrong. CCP only cares about steal wealth from ppl and shut everyone that tell the truth. This: https://www.youtube.com/channel/UCO3pO3ykAUybrjv3RBbXEHw , and this: https://www.nytimes.com/2017/07/13/world/asia/liu-xiaobo-dea... , etc, etc. The truth and the political dissidents voices is what they really afraid of.

Some rumors says these passwords were leaked from government. Back in 2009 Chinese government ask there sites to hand over users password. It explain everything, but still, rumors are rumors, no other evidence can prove it.

Yes. I believe they start to degrade VPN/SSH, amazonaws.com, google couple of months ago. Things may vary depends on which city you are and which ISP you are using, eg: pptpd barely can connect on my DSL.

The internet are changing rapidly, a breaking news may spread to the world in minutes. The government seeing the power shift. They want's everything in control, they are watching you. They want to make sure they can censor/delete/block/FUD when things out of there control.
They can not control Google, so they degradation it.
The Chinese government didn't block Google in general, that would cause too much chaos. They interference/degradation all Google services instead, especially https.
The experience may vary basic on where you located and which ISP is. According to some of my frineds, it's very slow when they access to https://plus.google.com directly, make it unusable for real.
