It's insane to me that my hometown of 1M people in Brazil has more tall apartment buildings than Philadelphia, with incredibly better amenities.

Would you mind sharing what the amenities are that you are referring to--both the in-building and neighborhood amenities? In the US I've seen gyms, swimming pools, shared hosting spaces, and some child-friendly spaces, to name a few.

Personal responsibility plays in a ton here

Except everyone is constantly told they need to go to college by authority figures as they go through the education system. There's also responsibility that falls on employers demanding college degrees for jobs that in no way need them, e.g., secretary.

Please stop with the hyperbole about Chicago. Yes, it has a problem, but it's beaten by St. Louis, Baltimore, Detroit, New Orleans, Cleveland, Newark, and Memphis for per 100k murder rate in 2016. Also, while the national per 100k murder rate has been trending upward lately, it is still lower than approximately 1965 to approximately 2007. [0]
