Take a look at "Destruction sequence" but basically the destructors are chained together and called one after another to free all resources rather than forming one destructor for the derived object. That being said it is still effectively one object in memory.

They are typically just written out of the conflict. In this case I assume that you are talking about Captain Marvel whom I believe is always needed on other planets in other galaxies except for the rare occassion when the writers needs a deus ex machina.
I'm just imagining government agencies running pledge drives for three months out of the year.
In this system how would we manage a situation where some organizations are over funded to a drastic degree (though who decides that?) and other vital services (and who decides what is vital?) are underfunded? I'm not convinced that the American people could come together and vote with our wallets in a way that results in a balanced budget.

I think people are just curious to see some actual evidence that points to Russia. I don't think it is unlikely, I just haven't read anything that clearly indicates a specific nation state.

Arguably taxpayers also get to choose who they vote for. You can argue about the effectiveness of the democratic process in the US but it feels a tad disingenuous to suggest we have no responsibilities in this system we are all apart of.
