The platform allows bounties that condition payment on providing __positive__ reviews. Let's imagine your idea gets traction. Now we do not have ads discernible from the medium content; instead we have content polluted by favorable mentions of businesses/services/products that do not reflect reality. That sounds like a disaster. Maybe one of your platform policies should be that bounties must not condition payments on the reviews to be positive.
There is an easier way, albeit counterintuitive - pay people for any provably performed, freely chosen "work".

Well written, thanks. Fully autonomous people seem to have a sharing instinct, likely dating back to our hunter-gatherer ancestors that - by virtue of being an instinct - is very hard to fight. So I am not holding my breath for any rapid changes in that behavior (for example by turn to copy left licenses), but the more often it happens the better for all of us.
We manage a fleet of gps-equipped vehicles with SIMs from https://1nce.com/. These SIMS cost 10 euros, are good for 10 years, work with all mobile operators (at least here in SK) and have 500 MB data package that can be recharged, if needed. Received data are processed on our server.

I believe the way the OSM community goes about "enforcing" the license is lacking on many fronts, which I suspect is a sentiment shared by many (but not most) mappers. I have a proposal for addressing the problem a part of which is mass identification of the users of the tiles and the offenders, but also introduction of a (hopefully) community-acceptable way to enFORCE the license.
As a first step I wanted to get at least rough numbers about the scale of the offenses. I will present the proposal either on the legal talk list or write a blog post.

Don't just tax them. Exchange the taxed amounts for non-monetary, signaling reward ("merits") - a reward one can get only, when surrendering economic value to the public. Rich folks perceive money primarily as a signal of their competence (which gets translated to status) and scarcity of merits could make them being craved by all.

You can create an entry for each project in Rovas[1]. There is one for OpenStreetMap[2] already. If a project depends on another, you can define the dependencies in the app. There are several benefits to do it this way, one of them being that anybody can reward a Rovas projects with own work, or normal money. The income benefits anybody who reports work in the app. Workers receive also a reputation-like reward, if somebody rewards the project they work on.
Ask all users of your product to pay - in money, or their equivalent open source work effort. Check the rovas.app, which allows this and more.

of course it is true OSM mappers provide free labor (also) to corporate giants. They have vested (economic) interest to not fork the OSM project exactly for this reason. Maybe they will do it one day though.

You have a moral obligation to share some of the benefit you receive from your work with the developer of the product you cloned. What benefit are we talking about? Maybe a credit will be enough - ask the developer if you can. You can also release the code under fair code* license and share a portion of any potential monetary rewards with the developer.

There is a new approach to solve this problem. An application called Rovas allows you to go the middle way; make a payment mandatory, but allow people to pay with their own volunteer time. This way you will not exclude anybody and folks who do not want to (report) volunteer work, can still pay you in national currency (experience so far suggests, that most do). I was just explaining to my father what it is couple of hours ago. :-) Why .. because I was telling him a story about my nephew, who bought a MacBook Air and needed a thunderbolt hub to connect his old printer and a mouse to the computer. It did not work, due to - as it turned out after investigation - EM interference, so I advised him to wrap the hub into a tinfoil. That fixed things. However, later I talked to him and it turns out he threw the hub out, because "it stopped working." I asked what did he do, to which he replied that because the aluminum foil was dirty, he replaced it with plastic wrap ... Apparently my nephew is lacking a mental model of the problem (and therefore of the solution), so it reminded me of the cargo cult :-)
My project has a need for a JOSM[1] plugin that - from the architecture/business logic point of view - should not be too difficult create. It should track the time the (human) editor spent working in the app.
In the simplest form, the timer would start upon launching JOSM and stop when the edits are saved to the OSM database. The recorded time should be sent using API to a remote "accounting" server.
The goal is time accounting and rewarding the JOSM users with a new type of "community currency"[2] for their contributions.

Build a "review anything" site that uses incentive model of the NEO economy: anybody contributing a review earns Chrons that they can use on the site to read other folks' reviews or they can use them anywhere in the NEO economy, or exchange them for USD or Euros. The entries (reviews) will be accessible only to visitors willing to reward the review creators with Merits by paying Chrons. Chrons can be earned anywhere in NEO, which includes writing own review in this site you might buid, or buy them for USD/EUR. This way Chron currency will gain/maintain its value against national currencies.

I mentioned frugality only to hint that these folks must have non-economic motives for working. I claim that the motive is signaling. And the megayacht owners - what else might they do with their Veblen goods than signal their status? Does Paul Allen need 50 bathrooms on Octopus (just guessing here, not sure about the exact number) to address his physiological needs?

In my opinion signaling is a manifestation of a deeper motivational mechanism that I call the modeling instinct. Basically we have instinct to build perfect world model in our brains and one of the way we test its quality is by creating goods and services. The difference between the Koch brothers and - say - Buffet is that they test different aspects of the world models - that part, which is interesting for them the most. We all carry unique, but incomplete and distorted world representations and therefore tend to test our model-building effort in various domains. Signaling plays however an important role - it is a measure of how successful is our modeling effort.

Let's not focus on frugality. hopefully what I write above elucidates this point sufficiently.
Re hunters - gatherers.
The takeaway from this should be the fact, that a stable human society can exist that is economically equal, if it maintains potentially unequal "merit" signaling. This by the way nicely fits to the idea of how a just society should look like according to Rawls.
How does "economic transparency"...
The HG economic system fell apart once people lost ability to see what material goods their neighbors acquired - simply put. This transparency must be restored in order to build economically equal society. I believe technology will play central role in re-instituting a HG-like economic system. The loss of privacy in social networks, the (wiki)leaks of confidential information, the cameras in our cities - that is a part of the pendulum swing toward a more transparent society - which is a prerequisite to a more fair world.
Maybe I should conclude the main point of what I am trying to communicate here - people can be completely happy (and economically productive) even if they are economically equal, if their ability to signal their naturally unequal abilities is unrestricted.

The elephant in the room is to focus on what motivates people to work, once they have enough wealth to address their existential needs. When we look closely, we notice that people desire wealth for social/psychological signalling. This explains phenomena like: * why one billion people volunteer their time to generate over a trillion USD/year in value, while not caring for an economic reward, * why many extremely wealthy people live frugal lives (Buffett, Ingvar Kamprad,...), * why many wealthy people give away (most of) "their" fortune (Carnegy, Gates,...),
Another fact to note is, that economic inequality is a relatively recent phenomenon. The hunter-gatherer system - where people shared equally all economic "product", but exceptional contributors were rewarded with regard (social signal) - lasted for tens of thousands of years.
These observations suggest how a system can be built bottom-up, that can topple capitalism. It will look like the HG system, but will be held together by apps running on personal computing devices to simulate the economic transparency necessary for the system to work. Crypto currencies are a caricature of such a system (the important parts are in place, but the proportions are way off).
