One possibility is that your global git config files are on a network drive. I had that problem on a corporporate laptop.

Having used Elm a little, the aim certainly is completely opposite to that. Moreover, Elm is mostly pure even in its handling of the reactive paradigm. That alone should make it more composable than most other languages. Should, because as far as I know it hasn't been proven just yet.
It's an inhouse shader language that is compiled to different targets, one of which is llvm another is glsl. In our case you are probably right, but it would have been nice to see a simple example. Of course there's many implementations in other open source languages, but it's much more work to analyse such large code bases.

France also has democratically elected woker councils. It's no guarantee for succes.
France on the other hand has had a minimum wage for a long time and a 35 hour work week. To me it isn't so clear who is doing a better job.
But clearly French unions are not afraid of confrontation.

The correlations are done in the frequency domain. And, although I didn't look into it, I suspect they have pretty good algorithms to compute the correlations themselves. At least they have very smart people working on that.
Original author here. They do this already, the pseudo function 'correlate' operates in the frequency domain. It doesn't negate the fact that you still correlate the signals of different stations pairwise.
It was especially funny when Andre Geim won the Nobel prize and the Brits, Dutch and Russians all claimed him. Science and those who practice it know no borders.
Scientific funding, however, does. This is one reason why it is crucial that taxpayers can connect with scientific success. For ESA this is problematic because their success gets distributed, consequently most Europeans might not even know it exists.
The French do the same. I see nothing wrong with it.
It may seem hard to believe, but countries like Germany did operate by the assumption that the Americans at least have good intentions. Everybody knows that the US can and will push their agenda when they think it is important, but often nobody sees real harm in cooperating either.
That is also why the spying on Merkel is extremely harmful to American-German relations. It changes the view of the public at large on the US.
You're right that formal methods do not guarantee absence of 'errors' in the sense of unforseen unwanted behavior.
But formal methods, which typically are based on computer-checked proofs, can help you to eliminate certain possibilities. They are severely underestimated and underused because of our dependence on C.
The formal methods do not 'fail' as such. They just fail to prove anything boyond the proven property. Such properties can very well (and often do) include failure (of whatever kind) of parts in the system.
Apart from AI, which as an approach to embedded systems is almost by definition the opposite, I only see one way forward from the mess we're in now: formal methods.
Any 'values' that apply only to a certain nationality aren't worth much anyway.
Only proofs in 'constructive' logic. There's a lot of proofs that aren't executable. Most importantly proofs by contradiction.

Synchronous data-flow programming is a functional style language made for programming embedded systems. It follows the paradigm of clocked circuits, where variables are wires.

The latter has explicit recursion which can be disabled when designing embedded systems.
Haskell libraries closely follow this paradigm with their functional reactive DSLs. Recursion is actually useful to recursively define circuits with repeated patterns, e.g., the butterfly FFT.
This is not hypocrisy and has nothing to do with the cold war. Quite to the contrary: we hold Russians to a higher standard than Saudi Arabia. Like we hold the USA to a higher standard than either country in regards to privacy.
It might be useful in the mediterranean. There's plenty of traffic between Italy and Greece and places further away such as Cyprus.
The more immediate problem is 16 year olds going at such speeds. Driving fast on the German highway requires a good driver and a good car. I am not a good driver and have a tiny car, so I go slow (130-160 km/h).

The more important difference is safety in numbers e.g. drivers will look over their shoulder before turning right, because usually there is a bike. Drivers are conditioned to take into account bikes and their erratic driving.
It is big for that reason in the US. The rest of the world is shocked by the, now undeniable, extend of the spying.
Everybody will think thrice before storing their data in the US. Especially since Obama has made it more than clear that the rule of law does not apply to foreigners.

First they find support for the hypothesis that the place of women in society can change very quickly because their function in society changes.
Then they find support for the opposing hypothesis that such changes in society have long lasting effects, i.e., that the position of women in society does not change quickly.
Finally they place both opposing hypotheses in a single narrative.
To me, this is a major inconsistency, perhaps only due to the journalist rather than the scientists. Both hypotheses should be discarded since neither fits all the observations.
Also interesting is their assertion that society first changes very quickly after the introduction of the plow, but then has very long lasting effects. Why did the first change quickly but the second have long lasting effects?
Of course that only applies to the salary over one million. As people earning that much usually have plenty of options to get their money through different channels, this is purely political posturing. They didn't even significantly increase tax revenue.

While I'm not against them, prizes are not enough to sustainbly drive research as they only reward the winners. It is the reality of research (as opposed to engineering) that outcomes are uncertain. Meanwhile researchers have to eat and typically have good (well-payed) alternatives.

Racism is not about hate. That is only the most extreme form and hardly the most damaging kind (in our society; there's always genocide). Racism is the differentiation (discrimination) of people by race: assuming a black guy will not be into d&d. Even if it is statistically true, such stereotypes are damaging in two ways: (1) we wont invite him for a dnd session even if he would've loved it; and (2) the same person would probably have declined anyway even though he would've liked it.
Discrimination impedes freedom in many ways. Legally, most obstacles have been removed. We need to change peoples/our preconceptions of others as well as ourselves.
Emancipation requires changing our habits. Learning something new, especially when it goes against established patterns, is achieved most effectively when the new is made explitit and even exaggerated.
I think GP is spot on. The gender imbalance is visible even if we pretend it doesn't exist. The only way to change it, is to force it. That will be damn hard and totally worth it.
