if i had to guess: people are afraid to use new tools and the initial reduction in productivity and don't know what the acceptable $ usage is limiting their growth/self-education and exploration of an entire new way of working.

basically its a green light to use all the time and resources they want to explore and learn

no, they have very low quotas by default, and you have to request increases through the portal, which then get rejected and you click the button to contact support/email and then you sometimes have to negotiate with them

you have to do this for every single instance type they have, can't even experiment or test other instance types cause its too much trouble to get quota

There are a lot of daily activities that don't require your full attention

  - commuting (driving, bicycle, public transport)
  - getting ready for work (shower, getting dressed) 
  - cooking, eating
  - laundry, dishes, vacuuming, ...
  - shopping
  - gardening
  - exercise/working out
  - ...

My main issue is the keybinds, like before when you archived from the inbox it would go to the next one, or you could use 'j', 'k' to go the next one and it would open, now it does nothing after the next mail doesn't open when archiving

this makes going through the inbox in the morning very frustrating

Indeed, and it's in their right to stop offering that when the period you payed for ends.

Its understandable from their point of view to offer unlimited and be awesome but not expect this kind of usage that is not sustainable. So they made a mistake and are correcting it.

It's hard to see it as a deliberate strategy to pull in users and then charge them more when they are "locked in"
