Depending on laws in the area, one could have a tank and pump at home, refilled regularly with potentially lower bulk pricing. It's a thing but pretty rare outside of farms in my experience.

Obscurity can be fine but it's not security. I think of it like cover and concealment in the military. Security is cover. Something you can get behind so the bullets don't hit you. Spam is not email from legitimate companies with valid contact details that have an opt out that you forgot to click when you signed up with them. That's legitimate marketing emails. You might argue they also shouldn't exist, but they are a different category.
