My school actually had standard coding styles for each language they taught. Naturally, they all wanted a metric fuckton of comments (luckily the TAs didn't care as much about the comments part of those guides).

He is referring to how the default franchise tax is calculated using the "Authorized Shares Method" which gives many an MI when they see they owe $20k+, without realizing you can use the "Assumed Par Value Capital Method" and your bill suddenly becomes like ~$500.

I'm not against PHP but that statement is flat out wrong. To me it seems a lot of PHP frameworks are building on the frameworks that came before them in other languages like Rails, Django, et al which is a good thing.
