I'd recommend Spring (framework). It's java but it doesn't get in they way or require you to type excessively. Really handy to annotate your controllers. You can easily have unit testing and CI server. It's open source but VMWare backs it.

I'd start with making sure that SPF and DKIM is setup properly on the sending mail server.

re 2: The mailing lists http://www.postgresql.org/community/lists/ are a good place to ask questions. Core devs are frequently answering questions there.
