This really is not true. Spending limits are not supported by all major cloud providers.

Having gone through this, they cant transfer your history and recommendations take a few weeks to adjust.

For those that are looking for an alternative, humble bundle have a bundle right now which includes paintshop pro ultimate among other comparable adobe products.
