I see what you're doing, and it doesn't make any sense. I just said I didn't like a pointless display of emotion, and so you do a "satirical" emotional appeal?

It's also people who throw fits with little provocation when they don't like things, which sounds fitting to me. Seriously, the thing gets merged anyway but he has to "express himself"

Older people are less innovative, learn slower and so on.

Why should I or anyone else believe this about older and more experienced programmers? I can't think of many fields where more experienced practitioners are generally worse...

It's just the opposite of targeting a business to pay less than other enterprises, which happens all the times as development incentives. I don't think it's any worse policy than that, it's just the flipside.

In this case, due to the fact that by taking the town's total usage up, they raise the costs for everyone in the town, you could also just see as internalizing an externality.
