I'm not familiar with that area but I can infer that it must be pretty miserable for people who care about their surroundings, respect public spaces, and work hard to maintain a high standard in the environments they occupy. More power to them.

The cost of living in a low-trust environment is orders of magnitude greater than the value of the items stolen. Severe penalties for persistent defection against society are absolutely warranted.

It's incoherent to use the example of low service density as a justification to criticize a grocer for taking higher profits. You can't pursue both sides of a tradeoff simultaneously.
The more money there is to be made in the grocery sector, the more grocers there will be to compete for it, located in the places where the money flows. Likewise the leaner they have to operate, the more they'll shut down in marginal territory that can't support their business, and the more areas will go without convenient access.
If selling groceries in low-access areas for low profits is indicated by the necessity of food, then nobody is stopping you from doing it; but as the grandparent comment hinted, if you find your niche in high-margin software instead then you're following the money, just like grocers do.
Is the bureaucracy really apathetic? It sounds more like active hostility to me.
I'm sure you'll be eager to consider that the reverse is also true, except in that case it's the majority of the pool getting aliened by open favoritism toward ethnic minorities and people with bizarre sexual proclivities. If the outcomes of explicit neutrality aren't good enough for you then you'd better start thinking up a new pretense, because people can see through it quite easily and they aren't going to put up with it forever.
