The program is for federal tax filing, not state tax. I think you may be misreading this line:

Which means it's _more_ incomplete in states with income tax (federal return through IRS pilot, state return through a state system) than in states without income tax (just federal IRS pilot return).

You're also forgetting about clawbacks of preferential transfers that happened less than 90 days before bankruptcy. 11 U.S.C. 547.

Please measure before you make changes to your maps for perf reasons. Yeah this forum all knows their big-O, but B-tree maps like std::map often perform better than hash maps on real-world architectures.
