As of October 1, Boehner no longer has the option to bring a vote on HJR 59 (House Joint Resolution 59, or the clean budget resolution passed by the Senate), and asserts that amendment to it must occur, as well as discussion with the Senate, prior to further consideration (since amendments to a joint resolution must be approved by both houses of Congress), and "[Sec. 2.] Any motion pursuant to clause 4 of rule XXII relating to House Joint Resolution 59 may be offered only by the Majority Leader or his designee."
Only Eric Cantor may make a "privileged" - prioritized for vote - motion to dismiss an amendment on the HJR 59, also as of October 1.
