How do you handle developer computers with possible client data on them, even semi-anonymized? Or when communicating issues on the live server, you might transfer client information to other stake holders to debug issue. Are you tracking that communication. Where does the communication data reside, perhaps on a server outside of the EU?
There is a lot of complications that arise if you think about the second order/third order consequences of the law.

Agreed in 2006 of 2% target, then had to reiterate the target in 2014 since many members did not meet 2% target. "Members that fell short at the time promised to meet their obligations by 2024" .. it is an obligation not some "aspirational goal" as some have mentioned below.

I think that is caused by we know the end of life is closer. We do not want to take the effort to change. If we know we will live forever or much longer, I think we are more apt to be flexible and change.
