How about creating rules?

  A talks to B
  B blocks A
  A registers as C
  *not too much time passes*
  C talks to B
At this point C is considered to be a harasser and therefore it will be hidden for B. B can of course lift the ban if it's just a false positive. To further specify who's who in this graph, the logic can find the smallest time between ban and the creation of a new user with the same behavior (writes to B) as the reported one.

I think this is way more easier than handling those who abuse the actual service you're selling.

For a 25 years old student from a middle european country that I am, everything happens on facebook. I don't post or see posts of others. I simply hid that feature with a browser extension long time ago. But I use groups extensively for discussions and help in any field i'm interested in. There are groups where you can only sell things, that's also very useful. I use messenger to connect to literally anyone I know, my family, friends, my colleagues. I receive events there too. Some of the places I go to only have a facebook page. Last time a good confectionery posted that they close in a week. How else would I know if I didn't use facebook? It's pretty much perfect for me because I can't think of anything else that I would need. Another interesting thing is a group where almost all of the country is represented and they have varying quiality posts on everything that happened to them. If someone keyed your car, you ask for witnesses there, if you lost your wallet on a tram, you ask for help there. Currently the admins share abortion stories to keep the sources' anonimity. So that's a nice group with all it's quirks.

No offence, but you forgot that it was an 'interesting' year for the filipinos too.

Why is pointing out that it is unreadable brutal? You know what's brutal? The h2 tag that covers half of my screen.
