I'm skeptical online education will have any significant impact at an elementary school level, especially when you consider the cost effectiveness of such a strategy. If were talking about video lectures (especially live) you need to figure out how to hook up reliable internet into these schools. Most of the internet access projects are just enough to get wikipedia loaded. And not to mention the cost of the hardware itself, a tablet per student isn't even feasible in western public schools.
Maybe I'm confused, but how does a so called "illegal immigrant" child go through 18 years of education only to get thrown under the bus later. Either give them complete amnesty or check their passport when they enter grade school.

Bill Gates treating the world like a computer optimization problem. First profile the world (program) and construct suitable benchmarks. Figure out some reasonable goals and test if your various health care and education programs affect the benchmark results.

It is highly unlikely AWS can handle that kind of load. AWS may be responsible for the netflix interface, but video streaming (the bulk of the data) is handled by CDNs such as Akamai.
You can send a HTTP Get Request which is an upstream traffic less than a KB, and get back 100KB in data (downstream). Torrents where users have a 1:1 seed ratio, will ideally have 100KB upstream for every 100KB downstream.
I doubt PRNG is the issue. PRNGs satisfy the criteria for equal likelihood of being selected which I believe is what they want. A truly stochastic process is not necessary.
Uhh, Newtonian laws have really nothing to do with this. Its more information theory, you can't get more entropy from what you put in. Also, it is clear now that the Newtonian model is not an accurate view of the universe, and that there are fairly random events such as radioactive decay.
