Its happening with me too since around a year. When I ask a solution from one of my senior he just reply by pasting the response from ChatGPT. Now I have stopped asking him.
I also ask ChatGPT sometimes when a junior ask for a solution, but I always explain him in my own words.
I think most of the cost is for handling and collaborating with the government org. As an engineer who worked with Gov orgs before, I can say it is not easy; imagine how many levels of approvals were given to put that site online.
For me, estimates are done to make the job of management easier and make life of the developer harder.

It took me 1+ year to recover from it. Left the job, had no idea what to do for months. Now feeling a bit better, able to think clearly, also started learning new things again.
I would also recommend reading as many books as you can. Don't know what is the condition there, whether you can get the physical books or not. However, https://www.pdfdrive.com is a a good source for e-books, download as many as you can and store them.
Bad days will continue for FAANG. Russia-Ukraine war will end. Inflation will remain high.
