You might want to check out Webpass, which is now owned by Google Fiber. They can and do deliver high speed internet. Webpass specifically targets dense population centers.

net neutrality isn't an essential component, the invocation of Title II is. This is what I think the comment you are replying is trying to say. I don't know what the intent of net neutrality advocates is, but the invocation of Title II puts far too much power in the hands of a historically corrupt & repressive agency.
Personally I am ambivalent about net neutrality. I, however, am deeply opposed to the existence of Title II, let alone it being used to regulate the internet. If advocates want net neutrality to be the governing policy of the internet why don't they advocate for specific legislation that does only that and doesn't give the FCC the ability to become a heavy handed regulator of ISPs?

Just as an FYI (and apologies if you are already aware of this), but Standard Oil had already lost about ~25% of it's market share by the time it was broken up. Rockefeller had no influence in Texas and California where the wildcatters had moved to and found oil.
Assuming the price doesn't open at 109, maybe. The deal might still fail for a variety of reasons and then you are stuck with the stock and may or may not have to take a loss. If you are new to trading, I would say step away from event driven trading strategies. Understand trading first before playing this approach.

In the U.S. there aren't 13 fiber ISPs in any market. These are the markets grahamburger is talking about. Here, stateside, there is not a lot of competition among ISPs.
That is due to the amount of leverage used in retail FX trding. Most people don't understand how leverage works, let alone the negative impact it can have on a trading account.
