Conversely - if significant numbers of people DID leave hosted services for this kind of solution, wouldn't that prompt the big providers (with deeper pockets and far more lobbying capability) to push back in order ensure their business is not negatively affected?

Much was made of this when it was first announced a few months ago, but in reality it just puts India on par with most other major governments. When proper procedure is followed, BIS communication records can be obtained - in the same way a carrier hands over records in the US when a warrant is served. (Or without a warrant, as the case may be...)

For tomcat you could take a look at this community-provided cookbook, which contains resources that make it simple:

If you explicitly need to stop/start tomcat beforehand (I believe this resource does a restart after deploying your app) you can do that with the "service" resource built into Chef - though doing so may mean that you're restarting every time you converge the node, which is probably not what you're looking for.

There's some irony there.
It's adequate in their mapped service coverage areas - but if you go into any kind of sizable building, expect reception to go way down.
There are plenty of businesses nearby where I'll have a full signal outside, but once I'm indoors it drops off to Edge network.
There are also blank spots of little to no data coverage that have no reasonable explanation.
That said, I'm aware of this and think it's worth the trade-off. I'm not going to another network anytime soon.
