The opposite is true. It is very hard to fire someone in Germany, at least compared to the US. When you compare the situation in Germany with that in Italy however - yeah, then you're right.

Since I'm German, this is probably at least the reason why I found it so easy to accept this construct, when I stumbled upon it in Ender's Game. It just felt natural, so my brain decided to use it in English, too. :)

I share your impression of the tone. It's probably due to the text being written by a 21-year old. At that age hardly anyone has a fixed personality, but displays kind of fluctuating character traits. At least I think that's what leads to the impression you so accurately described.
