But how would they determine this if it is true that they do not store messages on their servers?

One of Cloudflare's strengths is taking dev issues really seriously. Couple weeks ago we had a post here about Cloudflare Images having lots of issues [1]. The post did outline a lot of valid issues. Someone from the team commented that they had forwarded the post to product manager and engineering lead for Cloudflare Images [2]. Issue 6 (Direct Creator Upload) on the list has been fixed, and the docs updated
Answer: They hired a "ruthless" product manager, who believes in things like "we should do things that are good for Twitter, but not necessarily good for the world", and probably wants to be remembered as the PM who took the route that no one was willing to take. (S)he has the data to backup these decisions, like some analytics dashboard that shows very many unauthenticated users browsing twitter. Also wears a tough face in meetings.
I feel like if instagram were to be driven further in the monetisation direction, we would no-longer have instagram, so someone else could innovate around photos, and take the still photo market.
I feel like instagram is no longer an actual photo sharing app, just a place where high profile users promote stuff to their followers.
