Portland Ten launching new incubator program, charges entrepreneurs $1500

It claims to be like Y Combinator, yet charges entrepreneurs (it does list this as the single caveat of being non Y Combinator like on the about page), and has a $100 quit your day job challenge. Seems different in many other ways in practice and in spirit. It's fine to start a consulting business, but is it ok to market themselves this way? Should they be cut some slack?
