Show HN: iCloud Drive Sync on Windows will not progress and how I fixed it

I noticed my iCloud drive was not synchronizing. I fixed it then it happened again a week or two later. I decided to write a blog post of the steps to fix it for myself or others as all steps I found online did not work and I wasted a lot of time.
