This is a first amendment violation, no doubt about it.

It's not illegal, but it's shameful for TheHill to avoid noting this, or the unprecedented behavior Trump exhibits towards the press.

Actually doing something would be a first amendment violation.

Merely threatening them with legal action, and stirring up people to maybe-just-possibly use violence, is perfectly legal. Especially when it's the President.

It's a tactic he's been using for a while, to claim clearly-illegal plans to distract from the slightly-more-murkily-illegal things he's actually doing.
