We have citizens that can't afford a houses. Policy like this is really out of touch imo.

Clearly they have been just letting homelessness be an issue if they're able to pull all this as of recently to freely house random people for political brownie points.

Is there another state in the world that extends programs like these to "Undocumented" (i.e. people who have overstayed their visa or snuck over a border to get in)?

I genuinely don't know if it's net-good or net-bad to go this route. But I've never heard of anywhere else doing this.

The closest I've seen are amnesty periods, where you get to declare yourself an illegal alien and be processed out via the airport without the usual fine or re-entry ban.

Many countries don't require citizenship or permanent residency status to access social programs, e.g. universal healthcare, rationale being that there is no net benefit for the society as a whole, when people who, in their vast majority, contribute to the economy, does not have access to the same safety nets as any other citizen.

I think this is a good move. Making it harder for people who are already contributing to the economy and paying taxes, benefits no one.
