Ask HN: Modern Alternatives for Skype

Are there any alternatives for Skype to do landline calls to foreign countries? Namely to deal with agencies like government that only want to hear you over a phone line.

Skype was good, but I'd rather have an alternative for this specific task that's not a bloated Microsoft spyware with 1000 features I do not need to make a call.
