If they want to keep the industry that the shipbuilders there provide it makes sense. Especially if they are paying the fee to dismantle (and hopefully improve/repair, or just a fee that can help the city in other ways).

Nothing about that purchase precludes him from becoming the most generous person to ever live. He just may not do it until after he enjoys some of his wealth first.
