Ask HN: What Makes Network Solution's DNS Propagation so slow?

I really don't get how if I do a DNS update on GoDaddy it is almost instant for the change to be propagated through out the world. However, I do a change through Network Solutions and it take HOURS even DAYS for the change to complete. What gives? Is this intentional or just incompetence on their part?
