Traffic on 200, but users come back, WTF?

lets suppose I have a sexy photoblog, how come the traffic does not go up even thought according to statcounter more than 50 users are returning? Under this logic a percentage of the new users would also return thus increasing the total traffic, but this seems to not be happening, why???
