Ill preface my comment with saying: this might not be the best solution give the goal of your project to iteratively loop through and improve on the tests each round, and using deps would make that process longer/more complicated having to work potentially with another project.

mago, a static analyzer for php is written in rust and might be useful for gaining some "free" performance uplift: https://github.com/carthage-software/mago. iirc it splits out a far bit of its internals so they can be used by other projects (citation needed)

maybe I fail to see your point, but following the link, then https://github.com/immich-app/immich/discussions/5068 is referenced which is resolved by pr https://github.com/immich-app/immich/pull/18878 adding bulk download functionality (may have manually select all to bulk download, unsure). At any rate I don't see where they say explicitly that they are against it

I haven't investigated to see what sort of JavaScript, etc that they are using, but as a user looking at ads by carbon[1] seem to be pretty chill. This could perhaps meet an in-between you are looking for.
