ISS has questionable scientific value, all those vibrations prevent most scientific experiments like crystal growth. And NASA runs it like flying hotel for space tourists and now "disabled astronauts".
ISS is old, leaving was economical decision. Russians can get better and cheaper station. Now they are just milking it for political points.
