I'm M 196cm (6'6") and I wouldn't want to be shorter. My brothers are taller than me and I don't think they would want to be shorter either.
I think the author is just frustrated with her height. Why else would she write such a long article.

I would make public transport free. Metro, train, bus
It's already publicly funded for most of the budget. You can scrap ticketing systems/gates and use the conductors somewhere else in the economy.
It won't happen, not because it's more expensive, but because governments like to keep track off movements.
