No, they are supposed to arrest every criminal that tries to kill them. Sometimes they have no choice but to shoot (and maybe kill) someone to protect themselves or others, but that is not the goal.
The inverse is true though. They are not supposed to kill any person that doesn't try to kill them.
West can be defined in terms of spin direction, but western ( as in hemisphere) requires a meridian to define the boundary. I'd have assumed that we'd have put Earth on the galactic meridian, much like the Brits put London on the terrestrial one.
On US Mac keyboards, # is Shift-3. On UK Mac keyboards Shift-3 is the Pound (Sterling) sign. # becomes Alt-3 and is unlabelled on the keyboard.
In the past, I've bought US Mac keyboards just for the #, or switched the keyboard layout in software to US.
You've basically just described interlacing. For instance, interlaced PNGs start with a 1/8 scale pass/frame and fill in the remaining pixels with the following 6. (Frames 1-5 would be required for a 1/2 scale image.)
