Most people who are homeless are either addicted to drugs which precludes them from participating in programs which require immediate abstinence, or too mentally ill to be helped with the limited funding that will be supplied for their "treatment". It is much more likely that they will be imprisoned indefinitely in a for-profit prison owned by a Trump donor than "helped" in any meaningful capacity.
