A Chromebook's ceiling is not made of web browser. Every Chromebook is a Linux machine. No downloading required, just enable the command prompt and Bob's your uncle. Maybe people don't know this because of how Chromebooks are marketed.
If you're asking another entity (human or AI) to generate code for your project, then you're becoming a manager, not a programmer. I think we can all agree that "becoming a manager will make you a bad programmer", but somebody's got to be the manager. Now, whether a person wants to be a manager or not, or whether they do a good job at it, is another question.
