Germany is one of the worst countries when it comes to bureaucracy nothing is fast here if you go the legal path and stay within the law (which is mostly for small people big players have different ways) and as you see everything costs a lot so if you are founding a pure online business do yourself a favor and incorporate somewhere else and if you still live in Germany look into licensing or subcontracting yourself to your company in another country it's way more flexible and you probably have Easier access to grants etc.

Another part is taxation the tax office takes your money really fast but returns can be another slog where the tax office denies legal claims again and again untill you get a lawyer etc. and it generates costs again needlessly because it's really dependent on who works on your tax records and there mood apparently.

It's not a purely cultural problem but mostly a political problem.

Germany sold out (a lot of it under the table and really fast without proper oversight) all of the good working stuff in the 90s to investors and the state kept all the bad stuff so there's no money or will to invest. All of your examples were state owned and operating nicely in the 80s. And then the CDU basically froze all progress for years under the umbrella of saving costs (instead of taxing the rich and companies and opening a lot of loopholes to transfer assets out of the country)

So all of the infrastructure in all aspects is on its last legs and somehow now you can't build stuff anymore anywhere apparently because everything takes forever in the western world especially in Germany where maddening Bureaucracy is apparently a good thing.

Just get proper dogs again to protect the livestock.

I really don't understand how people can't just look at how farmers in areas with wolves handle it and how we handled it in the past.

Eliminating all predators is also not that great then you get tons of hogs and deer etc.

People in other regions are still alive with way more dangerous predators than here in Europe I personally think it's more an education problem that people get way too close to wild animals just have a look at any social media and you see that most people have no basic education about how wild animals should be handled.
