For a web dev what tools / agents do you suggest to start trying to build a roller coaster tycoon style game? making the graphics too, etc?

+1 processwire. I have 10+ year old sites still running that have needed 0 maintenance, still running as good as day 1.
even have built some complicated apps with it with great success.
it was the first headless CMS I found, before headless was a thing.

Here's a tip I use to make iOS apps without a Mac: codemagic.io they have generous free tier that allows me to build my iOS apps in their cloud, straight from my git repo. so I can develop on my Windows or Linux. I use capacitor so I can test the app on my dev machine before pushing to codemagic

it's called processwire and once I found it I never looked back
processwire.com. You have to build your front-end pages using whatever html/css template you want, but moving over to Processwire from wordpress was a breath of fresh air.
