That has definitely not been my experience in NYC. I've lived in 3 neighborhoods in Queens, and all of them have had great local libraries that were clean and had friendly staff.

"Critical thinking" is not a generic, universally transferable skill. It is highly domain-specific. One can possess "critical thinking skills" when it comes to solving software design problems but be absolutely clueless about public policy.

It might be more accurate to say that Americans need a better standard of education for history and civics.

Why would they need to pack the court? They already have a political majority, do they not? No need to break a norm when it confers no additional benefits (as the breaking of the previous norms did).
