You're right - if you look at the calculations further down the page the 0.0000125 number is quoted.

Looks like they have conflicting data on that page. Further down it quotes "$0.000013 for every Core-s used".
Clojure [1] seems to meet all of these criteria. It's a functional language where you can get away with using only a few data types, while also supporting (most of) the rest of the things you mention.

We used FPGAs from Xilinx to implement a MIPS processor for a course in school, and I remember one of the most frustrating things of the whole process was the toolkit/documentation. Compilation errors were very unhelpful, and debugging was a nightmare for most relatively complicated tasks.
